Everything about your pricing, marketing, and disclosure strategy hinges on which of three scenarios you're in.
Script for the licensing office: "If this property sells, can the new owner operate a short-term rental at this address, and what is the process?" Get the answer by email. A clerk's verbal reassurance is worth nothing in a dispute, ordinances change, and the date-stamp protects you — it documents what was knowable when you priced it.
